Board of County Commissioners Records
 

The Board of County Commissioners Records Department (BOCC Records) was established and given functions based on Florida Statutes 28.12 and 125.17. Some of these functions are listed below:

• Lobbying Efforts - Lobbyists are subject to Ordinance 07-8, which is an ordinance codifying, combining, and amending Ordinance 88-11, as amended by Ordinances 88-22, 90-21, 91-15, 93-8, 96-8, and 03-26 relating to lobbying activities in Hillsborough County;providing definitions; providing for registration of Lobbyists; providing certain exceptions; prohibiting receipt of gifts from registered lobbyists; providing for maintaining registrations; providing a penalty; providing for severability; providing for repeal of prior ordinances; providing an effective date.  As per Ordinance 07-8, all persons who, on behalf of another, seek to encourage the passage, defeat, or modification of any item pending before the BOCC must register their intentions. • Master Voting Record - BOCC Records maintains the Master Voting Record of the Board of County Commissioners, which shall be open for public inspection.  The program identifies the attendance of each Commissioner and how they voted on all issues.  The voting record reports are available online and are maintained in BOCC Records.
  
  
• Land Use Hearing Officer ( LUHO) - In accordance with the Land Development Code, Section 10, BOCC Records is responsible for the official documentation of the LUHO process which includes zoning applications, LUHO recommendations, petitions for additional evidence, petitions in support of or in opposition to the LUHO recommendation, verbatim transcripts of proceedings, and recordings of proceedings.
  
  
• BOCC Minutes and Documents  - Minutes for the Board of County Commissioners (BOCC) and other boards, agencies, and committees are maintained by BOCC Records Department. We review, process, and maintain official documents of the BOCC, i.e., ordinances, resolutions, contracts, agreements, and leases.
  
  
• Value Adjustment Board - BOCC Records functions as Deputy Clerk to the Value Adjustment Board (VAB). The VAB was created by Florida Statute 194.015 and consists of two County Commissioners, one School Board member, and two members from the public. The VAB hires appraisal and attorney special magistrates to hear appeals/complaints of the public pertaining to their property assessment, exemption or classification. Documentation maintained for this process includes appeal petitions, evidence presented, hearing schedules, control reports, and tax impact report.

Records Availability

Minutes and documents are available online or in-house.  Staff is available to assist in research efforts and/or provide copies of requested documents.  Documents ordered from the record center may take a couple of days. Most copies of documents may be purchased at a cost of 15¢ per page or 20¢ for two sided copies . Certification of a document is $1.00. Compact disk recordings of meetings are available to the public at a cost of $15.00 per CD.  Labor cost for services is $40.00 per hour. You may request copies of documents or recordings by calling the BOCC Records Department at 276-8100, Ext. 4567.
