Registration Form For each instance of lobbying, all persons must sign a "Lobbying Registry" maintained in the reception office of each county department. In the event a lobbyist activity occurs outside a county office, it is the responsibility of the lobbyist to complete a registration form and forward the completed registration by mail or fax to the office of the Clerk of the Circuit Court.
Statement of Lobbyist Expenditure Form A lobbyist shall annually submit to the Clerk’s Office a signed statement under oath listing all lobbying expenditures for the preceding calendar year, the sources of the funds, and an itemization as to the amount expended for each person lobbied. A statement shall be filed even if there have been no expenditures.

Request to File with VAB after the Statutory Deadlines - Form and Instructions When filing late, an explanation of the circumstances that caused you to miss the filing deadline must be submitted along with the petition and the filing fee. The circumstances will be reviewed by an Attorney, who will determine if they are sufficient to allow the petition to be considered.
Letter of Authorization - Form and Instructions If you do not own the property on which you are filing, a current letter of authorization from the property owner must be submitted with the petition, or the petition will be returned.
Hillsborough County Value Adjustment Board Rules and Procedures This document provides a comprehensive look at the entire VAB process including filing a petition, special magistrate qualifications, evidence and hearing guidelines, conclusion of the process, and timelines. The document is a combination of key mandates from Florida Statutes and the Department of Revenue and the rules and procedures adopted yearly by Hillsborough County VAB. Revised rules will be approved and posted in August.
